I think its random but I use one of the many website monitoring services to alert me to changes on the question pages (via email).
The service I use, followthatpage, will check for free one page hourly and 20 pages daily. If you nominate more than one page for hourly checking it will cycle through them doing one per hour. I follow 3 pages on audience rewards so they each get checked for changes every 3 hours.
They also have a subscription service which checks more pages and more often.
