It makes no logical sense, but this ridiculous dichotomy is what happens when the person in charge of domestic security in India is a finance/economics guy with no background in security matters. He happens to have a history of shutting down his logic areas when being spoon-fed advice by US DHS/TSA-type supporters exploiting his relative ignorance.
Even good people can go wrong. This is a sign of that.
