Yup that's correct.. It's primarily due to safety concerns but also because people in India love to enter the airport to see off relatives and then would end up hanging out near the check-in counters for the heck of it.
Security concerns? Well this printout demand is a pretty stupid way of trying to do anything about that as it takes no genius to create a printout of what may appear to be a ticketed itinerary with the names matching that on an ID.
Your post is correct about the attempted justifications for this demand being as you mentioned.
