No one seems to have mentioned this which is actually good news:

"$15 discount on each additional piece of baggage for passengers using Express Check-In on the El Al web site, SMS or our unique app."

I'm not sure if that discount was there on the old policy, but that makes the price of a 2nd bag $55 instead of $70.
