you could no doubt book EDI-LHR with BA and LHR-SFO with VS if you booked via a TA and it would all be on one ticket and as such your baggage will be thru checked

On the website they only list certain countries as coming under an interline policy so I assumed it didn't apply to all.
As cornishsimon says, an interline agreement is an interline agreement. Whether or not there are through fares is another issue, if there aren't then only a full fare ticket will be possible. In general, no through fare exists where VS offers the route e.g JFK-LHR-JNB.
