Correct. The PHV is contained in a very old building with limitations on how they can configure their rooms. As elegant as the rooms are their never the less old European hotels. Sans the George.

If one is traveling on points then their at the mercy of rooms available, if your paying and looking for an upgrade again depends on the rooms available as well as the demeanor of the desk. I try to be as nice as possible and compliment them. IF my room is not satisfactory I will very diplomatically ask if there is a different room. If not I check in and enjoy being in Paris as I will be returning in April and the only worry I have at this point is the Euro
