That'll be dynamic currency conversion. I don't like throwing the word "scam" around, but DCC pretty much is one. You have the option to decline the ATM's conversion rate and take that of your card issuer instead, which is usually a good idea.

Virtually no bank ATM charges in the UK. Third-party ATMs (the type you find in convenience stores, pubs, clubs, and low-income neighbourhoods) generally do charge around £2.
