Seems to be very common in Japan. I recall that in FUK, TG uses the JAL lounge there rather than the ANA lounge, even though the ANA lounge is open at the time of the TG flight. I remember well because I visited both lounges. Irrespective of the fact that JL is in One World and TG is in Star Alliance, I believe JAL has some codeshare flights on TG metal. I'm guessing perhaps a similar thing with JAL and Continental existed in the past.
