Seems to happen at JFK for me too.. I fly LAX-JFK rt every other week so I get it on both sides.. Just last month we landed right on time at jfk, got right up to the gate and then had to wait 20 minutes as there was only one person "qualified" to operate the gateway (arrived at 12:30 am) and I guess he was busy somewhere else...

And it never helps arriving early that seems to screw things up too for the ground crews and gate schedules..
