I am currently Chairmen and will be downgraded to Plat most likely this year.
(Does USAir do soft landings of only one status drop a year)-- if I buy a ticket prior to 3/1 for a flight after 3/1 will it have my Chairmen status (for upgrades) or the new status?

In the United States, only American has an official soft landing policy AFAIK. There have been reports of US re-qualifying customers who missed the target by a small amount (1000 miles or less), but don't count on it - especially with the push for ancillary revenue through the buy-up program.
If you can confirm an upgrade via SWU's before 3/1, you'll probably be okay... but keep in mind even if you were to requalify for CP you'd loose the SWU's from this year and be given next year's on 3/1.
