Because you're entering the entire Schengen area and not specifically any one country, and Germany happens to be your first point of entry?
That does suggest there should be consistent Schengen standards, regardless of which country you enter. Sort of like how there should be consistent standards if you enter the US via California vs New York, regardless of which state you're actually going to.
