Agree. IME I've never seen anyone question how someone got NRSA credentials, but can only suspect if someone was questioned as the OP observed, it was clear something wasn't right.

However, just peruse CraigsList, plenty of folks looking for and offering 'passes' so the OP's situation doesn't surprise me.
