Unless I remember wrong, Deutche Bank wasn't the actual developer. They were just providing a lot (all??) of the financing. When Las Vegas hit the skids, the original developer could not finish it so the bank was sort of forced to take it over and run the place to try and get their money back.
I am not sure if it was ever supposed to be run/managed by a national hotel brand. Most places up and down the strip aren't. There have been exceptions, but not all of those still apply.
