Thanks for the explanation. It sounds like for their US branch, since our licenses are government-issued with addresses, there really is no good reason for the practice other than bureaucratic inertia.

I have no problem with following the local practices when I visit another country, of course. Now I am forewarned if I want to rent a car in Germany, so thanks for that too!
