Agree with both of the previous posters. I wouldn't recommend Doha for vacation, but if you plan to go there, then the Four Seasons is by far the best hotel (in fact, the only really solid hotel).

The water is not great in Qatar, but the beach here is good, and the pool areas are very nice. Service is up to par too.
