I think any "foreigner" can use the consolidators (mainly Europe based IME) that offer quite good "all in" rates..by that I mean CDW/LDW etc included...

My current rental was through Argus/cartrawler... around AUD$36 per day for a full size...(full size row was full of Crown Victorias and similar.. fortunately the "booth guy" let me take a Taurus instead...)

These rentals tend to be with Alamo or Dollar... so the cars tend to be a little more used....(IME)
