The caption in the small picture attached to the article says:
(The proposed second airport for Chennai, at Sriperumbudur, will have a runway, a terminal building, approach radar and an air traffic control unit.)
I know that airports exist that have no approach radar, but airports without a runway, a terminal building and an atc unit? At any rate, this one will have them all, wow!
