Right, but the problem is when the agency gets the courtesy notice or bill several months later, their system may (and this has been reported for similar tickets) treat it as any other parking ticket, which is handled by automatically billing the renter the cost of the ticket (which might be more now with late fees) plus an often hefty surcharge. Once you get churned into this (perhaps outsourced) system, it may be hard to get details, convince somebody that it isn't your responsibility, etc.
