This is a simple "fix it" ticket that goes on the registration of the vehicle, not on the license of the driver. The driver is responsible for moving violations (speed, parking, accidents, etc) while the rental agency is responsible for the condition of the vehicle. If you got a ticket for a burned out tail light, you wouldnt be required to have it repaired before returning the vehicle.
