I used one of my CR-1's for a friend's travel in April (GM, no status). The flight consists of two segments. Segment 1 is the long segment, and segment 2 is the short segment.

As of today, the upgrade status shows that segment 1 is waitlisted, while segment 2 has cleared.

So I was wondering if my friend will be charged a baggage fee or not, if segment 1 does not clear?

Certainly if segment 1 instead of segment 2 had cleared, my friend would be sitting in F on the first segment, there would be no question that there wouldn't be any baggage fee. But this case I'm a bit uncertain.

I've scanned through United's web site a bit, but I'm not sure they illustrated this specific case.
