All seems to have worked out well. The rental company was easy to deal with, and the guy at the counter said they have an officer come out to the facility to deal with fix-it tickets on a regular basis, and he put a notation in the computer file. The manager had no problem signing the note below, which had a copy of the ticket on the bottom half of the page.

XXX Rent A Car – San Francisco Airport rented a 2011 Ford Taurus CA lic#XXXXXX to Doctor Savage from 2/X/12 to 2/15/12.
The above noted car did not have a front license plate when rented to Doctor Savage.
The above noted car received a citation # XXXXXX from the City of Boonieville on 2/13/12 for vehicle code CVC 5200 as below for lack of a front license plate.
Remarks on the ticket indicate that XXX Rent A Car may reduce the associated fine by correcting the missing license plate.
XXX Rent A Car – San Francisco agrees that XXX Rent A Car – San Francisco will be responsible for correcting the violation and paying any associated fine.
XXX Rent A Car – San Francisco agrees that Doctor Savage will not be charged for this fine and will not be charged any other fees with respect to this ticket issued to the car for the equipment violation noted above, either at the time of rental return or in the future.
XXX Rent A Car – San Francisco understands that Doctor Savage does not approve any charges with respect to this equipment violation.
