Air Canada, although private, is still covered by the Air Canada Act that mandates that their head office be in Montreal, so it's a little different.

As a national carrier it's head office being in the country's most bilingual city makes sense, but being in the city of their busiest hub also makes sense. Tough one, but not sure how you fit Calgary's offices shrinking into the Toronto-Montreal situation. If they said they were randomly moving to Halifax, I would draw that comparison.

Like it or not, they're still a national carrier and required to service routes that produce losses but otherwise Canadians couldn't get to. Comes with the government backed security, right?

Ha! That's funny in retrospect, but in the 70s and 80s, who would've thought Toronto would steal the title of Canada's economic engine. I'm sure many of us Francophones are still surprised.
