If you are limited to these 2 hotel, the Intercontinental is the better choice although in recent years, their standards seems to have declined a bit.

If budget is not a constraint, much better choices are available such as the FS, the two MOs and the Pen, all of which are highly regarded here. The new Ritz is not to my taste but you might want to consider also for the view and the novelty factor.
