5. For Cathay Pacific, only fare classes W and R are eligible for Premium Economy to Business Class Upgrade Awards. (effective from 13 Febraury 2012 for flights departing from 1 April 2012)

Cathay Booking page:
For Cathay Pacific and Dragonair Upgrade Awards, only fare classes “Y, B, H” and “K” are eligible for Economy to Business Class Upgrade Award ; fare classes W, R and E on Cathay Pacific are eligible for Premium Economy to Business Class Upgrade Award; and fare classes “J, C, D” and “I” are eligible for Business to First Class Upgrade Award. Codeshare flights are not eligible.

Which one would be true? "W & R" OR "W, R & E"?

And, isn't is ridiculous that they demand the same amount of miles needed to upgrade a "econ to business" and "prem econ to business".
