The last limousine bus leaves HND Int'l terminal at 00:00, and before that there are frequent departures until 23:30. At this time of night the bus will get you quickly to Shinjuku Station West Exit. From there, the taxi stand is adjacent to the bus stop and it should be easy to get a taxi.

Otherwise, even a taxi from the airport to PHT should cost ￥7000～ or less.

I'm quite sure you're right Richard. According to my sense of direction, as well as google maps, it definitely is in southeast Tokyo.
