I would add that it is
courtesy to place your laptop bag under the seat in front of you (if you already placed another carryon bag up above). Placing more than one bag up above when overhead bin space is tight is rude, although I agree that it may not break any official policies.
My personal policy is that if I am carrying two bags, one bag goes up, and the other bag stays with me. If I am only carrying one bag (even a small laptop bag), it goes up.
