Got reply from someone I know with Toronto Police Services, Traffic division:

You need mandatory insurance and proof of same to drive in Canada. It is not a major border issue so you are not ask for it by CBSA agents at entry.

However there might be issues if you are pulled over for minor traffic violation without this "insurance proof". Not having one will definitely will be an issue in major traffic incidents including accidents.
