Yes and no. Fast track is relatively fast in the morning peak ( I ve experienced up to 20 min at T3 in the AM) PM peak is a different story. Both T3 and T4 are nightmares when the Asian (esp south Asian and ME) heavies come in. I ve done up to an hr in FT and 1.5 in the regular line as recently as Sept.
As for closed desks - I am 100% sure I ve never seen them at more than 80% capacity. Even in FT, I ve seen 50% ( 2 of 4) during PM peak.
I suppose it depends on the passport holders you get stuck in line with. The US CAN types are processed relatively quickly. The developing world times aren't.
