I would go to the tower of London from Westminster pier on a red river boat or all the way to grenwich of you have time.
To go into parliament I think you need to be invited? Walking past takes a few minutes.

Alternatively, the London Eye is a great thing to do on jet-lag arrival day, too, for those coming in from the US. Not too much focus required and gives you a nice overview of the layout of London before you start exploring it.
