You're right if you fill up the bag with too many clothes it could go wrong.

But I believe its mainly during checkin when you drop off your bag and the agent might get suspicious as they might think u want to get through with extra weight.

I believe that boarder control just sees it as a piece of baggage, so whether they inspect it or not is quite random.

Btw, have snow in my garden, but the slope is not enough to get the board out
