Booking a car to take us to Manhattan.

How long to allow after scheduled arrival time to take into account immigration/bag collection etc?

Also, do the car companies check flight statuses etc? Dont want to pay loads if the flight is delayed?

Or am I better off booking when I get there? Was thinking of Carmel, Dial7 or whatever?
