Pretty much all booking websites will give you the all-in price quote before you finish your booking. So yes you should factor this in when looking at published rates, but there won't be any surprises.

The Milford used to be pretty horribly regarded (a low-end tourist hotel with a good location but tiny, threadbare rooms), but I would assume with the recent renovation that it's improved (it was a significant enough renovation that I think they shut down the whole hotel for a while). So it's definitely a viable option. Still, I'd rather pay $65/night on Priceline for a 3* hotel that is unlikely to be worse (and might be significantly nicer) than $85/night for the Milford that's almost guaranteed to be mediocre.

If the Milford reservation isn't nonrefundable, book it and then try your luck on Priceline to see if you get something cheaper all-in. If you don't get something better, you'll have the Milford as a backup.
