This is one of the oddities: you are due the 75% whether you were moved from First to Business or from First to the cargo hold. The point, I suppose, is that you've paid for F (or J or whatever) and not received it.
It's a creature of the EU -it is a mandatory recompense for being downgraded- it's not payable at the airline's discretion etc.
