They come from different inventories so there is no prioritizing. The earliest X/R would be released is at 100-hrs. A/C can be released or be available at anytime and A is generally there since it is also used as a revenue bucket.
When it gets to the airport list, there is much debate as to who should the GA prioritize for the different upgrades instruments.
I have never done a miles+copay for an international upgrade. Is A the exact and only inventory I need to check on for availability, or is C also used for this?
