R inventory will definitely (under any normal circumstance) open up closer to flight date. More experienced CO flyers may be able to say roughly when it usually opens up, but the fact that there's no R at 2 months out certainly doesn't indicate it will come down to the gate.

IAH-BOG should also be eligible for complimentary elite upgrades. Under the CO system, those clear into what is effectively an invisible sub-bucket of R. That is, they clear into R, but R availability is absolutely not a guarantee that complimentary upgrades will clear. If you haven't cleared by T-7 days (when "CPUs" start clearing), you may want to monitor R availability, and if you see R open up, call the elite desk and ask them to force your instrument at that point.
