Australia attempting to require mandatory whole body scanners

PASSENGERS at airports across Australia will be forced to undergo full-body scans or be banned from flying under new laws to be introduced into Federal Parliament this week.

In a radical $28 million security overhaul, the scanners will be installed at all international airports from July and follows trials at Sydney and Melbourne in August and September last year.

The proposed Aviation Security Amendment (Screening) Bill 2012 will make it mandatory for any passenger selected to participate in undergoing a body scan.

The "no scan, no fly" amendment closes a loophole in the legislation, which allows passengers to request a pat-down instead of having to pass through a metal detector.

Only passengers with serious medical conditions will be exempted from a scan.
Unclear to me if they are proposing MMW or BSX.

So hypothetically, what happens if a non-Australian refuses the scan when attempting to exit the country? What are they going to do, deport you? The UK has mandatory NoS, but also has viable non NoS options for exiting, like the train or a ferry. Or another airport for that matter. How is one supposed to exit Australia without flying? How long is the boat ride to the nearest foreign port, and is there actually scheduled service?

This is disgusting. I would have liked to have visited Australia these days. In theory I can still go to the UK since the scans are rare and there are other viable exit routes, but passing this policy would seem to be a showstopper for Australia.
