If I read you correctly. If you are a Etihad Guest FFP, that is only for Etihad. The Etihad FFP is not an "alliance" group. You get the benefits and perks as per the Etihad programme.

Yes Etihad programme has status and they have 50% bonus.

Velocity group has status as well and 75% bonus. I would think, if you are a Velocity member, you are allowed to only use Velocity lounges but Etihad lounges. Unless you fly Business Class which you should get a complimentary lounge access for that day.
