I do have one of those in Europe, but I still often book cars with LDW included because:
a) it is the only option in the country of rental
b) I get a rate that is cheaper than rental without LDW
c) It is cheaper than renting with SLI, but without LDW
6. If it's mandatory, then, it has to be obtained through the car rental company.
I'm not sure how many cars you've rented in Europe in your life, but I'd say that unlike US every car in Europe needs 3d party insurance like it needs a licence plate. Liability insurance always comes with the car and there is no way of renting a car without or with your own liability insurance.
Anyway, for the OP: go to avis.ie, get a quote with LDW included and don't worry about your credit card coverage.
