Same experience with my TY Premier MC... The replacement card arrived today without a chip. I called again and they told me that a new card with a chip would be sent out to me, but let's just say that based on the conversation I had, I don't have too much confidence in that. If I just get another regular card again, I think I'll also just wait a few weeks before trying again.
