Plus, Morpho's CTX started off as Invision originally and I believe they were the first on the "market" with an FAA-approved EDS back in the 90s, so when it comes to EDSes, they've been around the longest and when comes it to EDS machines, there aren't many approved for use because any checked baggage system an airport proposes or desires has to follow standards set by TSA, which are outlined here.
Cohen is both a retired Flag Officer and a former civilian senior executive service employee. I know from experience that he is subject to a long, if not lifetime, restriction on representing himself back to his former agency. Chertoff was a political appointee and has similar restrictions. Companies hire these guys all the time for their contacts. There aren't that many former DHS and TSA SESs for two reasons: They can't get a job anywhere else; and, there has only been one round of appointees (Bush II Administration). There aren't a lot of "cronies" and they all know each other and know who took their jobs.
