Taxi's/walking is the way to go. Tram takes you almost everywhere.
I did not think the tram was that much completed yet. Plus driving up and down the strips with the lights used to be awesome. I guess it depends if you gamble or not. But maybe all the action is pretty much in one more localized area. Back then when I was in HS and we rented a car it was all lights and wild women from the Tropicana all the way almost to downtown with a large seedy area near Sahara's. So you see no good to it if I will be alone, and there for 5 nights.
