While I see the importance of the comfort of everyone (including cabin crew members), it's quite an inappropriate explanation to offer to a passenger, although it is honest and I give them that.
Perhaps a thermal underwear will be a solution. At least you can put things on, but you can't take things off in public, so if anything, the temperature should be slightly on the low side rather than high.
