At what point does a fully flexible ticket become non-refundable?

Suppose an individual buys a fully flexible ticket that is fully refundable and has no penalties for changes and cancellations.

If they were to check in for a flight as normal, but after this procedure, lets say just before going through security, suddenly have a change of plans that required not traveling on that day anymore, would that person get a full refund?
