AC can always scale back upgrade space, but they can't take away points so easily.
The way an airline can easily take points away is called inflation. By increasing the number of points required for a redemption, they devalue your points. This has happened in the past (across airlines - I'm not picking on AC!) and will surely happen again in the future. It's one reason why many frequent flyers use their points soon after earning them.
