USBank Flexperks and Hawaiian Airlines Hawaiian Miles are the two programs that come to mind which allow transfer without fees. The rest of the programs assert that they have a right to make a profit (off of you). If you are bothered by this, then work with the free transfer programs.
Being a dedicated customer means little to any enterprise these days. For years I was a dedicated customer of the US Mint, but never once did the Mint thank me for my loyalty. I felt so unappreciated.

disappointed in Delta and my working so hard to raise my account
balance to over 100,000 miles in the past year. My fiance and I were so
excited to be able to use those miles to go to Europe, but now it
appears that in order for us both to use miles to get there we will now
need to incur enormous meaningless transfer fees AFTER we already spent
the money on our American Express cards and traveled with Delta
exclusively to gain miles. I understand that as a corporation the
primary goal is to make money, but this one just seems silly to me. The
$30 transfer fee is completely understandable--heck, it could $50. But
miles bought or earned should not be charged twice. We used Delta to travel back and forth to see each other every other month when he lived in Hawaii and I lived in MN, we use Delta everytime we travel which is still a few times a year, we used Delta when my fiance took me on a surprise trip to NYC where he proposed, and we use the Delta AmEx cards to earn miles. How could we be more dedicated customers? I am not asking for a freebie, they can go ahead and charge me the processing fee of $30, I am just asking that they not charge me meaningless fees for something we already essentially already bought over the last year. I am so very disappointed in Delta right now.
Any thoughts or advice would be appreciated.
