Would I have any trouble arriving at PEK without a visa for a connecting flight to PVG (I assume I can't leave the terminal, right)? And if that's OK, when does my "48 hours" start. I assume when I actually reach PVG?

It has been addressed before, you can't "daisy-chain" allowances in more than one Chinese airport. To do a Transit Without Visa, you would get 24 hours for the
total transit only, from arrival in PEK to departure from PVG. Time in the double-stop you identified is determined by your first stop which is the PEK limit of 24 hours, not the PVG limit. Sorry.

No change to the current PVG/SHA limit of 48 hours for favored nationaities (24 for others). I am not expecting changes in this in 2012. The leadership of China's central government will be changing and they usually don't mess around with status quos for things like this.
