I guess you must be talking about USA domestic flights without IFE! The whole point on long haul flights, or even on short ones with IFE, is that no one can see their screens when the windows are wide open! The glare is too much. On night flights it makes no difference really if the shades are up or down!
IFE is nice, but it shouldn't take away from the plane's built-in IFE (the windows). That sounds more like an IFE limitation than anything (UA's old LCD panels are particularly bad), but its really the same argument then that window pax should be required to close his window because aisle/middle want to watch a movie on their iPad.
