I meant that on some flights, even the whole of the upper deck would not be enough space to accommodate all the Golds, Silvers, Emeralds, Sapphires and full fare passengers. (I've edited my post to make this clearer.) If you are going to prioritise such passengers over non-status passengers who've bought the cheapest Club tickets, you'd need to set the "premium seating" policy very carefully - and that involves knowing something that none of us do, namely how many there are of the former and how many there are of the latter.
