The fastest routes between terminals should be OBVIOUS to the passenger, not some kind of guessing game or trial-by-error. CDG is a shambles and my frequent experiences have typically involved 3 buses, except when I've taken the route of exiting the terminal, walking between terminals, and going back through security, which reduces the bus multiplicity to 2 and was slightly quicker.
But that's all in the past, since I avoid CDG at all times unless I am staying in Paris.
