I was in CTS in early December. There is a lounge in international (which I think is a 'general' one ie not operated by any airline). It's pretty good. Not as good as HND but better than a lot of others. They offer a variety of sakes and Hokkaido wines (I didn't taste the sake but can't recommend the wines!).
